Sin At Blake was justified in sending troops to relieve the Commandant of Police and the surveying party, but I presume that he will have withdrawn them now that the Commandant has kept his promise of sending troops to protect the survey.

Midnight last night received message from Commandant Ira 10 of Police who had proceeded to Taipuhi on with six men and five Chinese soldiers told off for protection of railway. He stated that villagers had assembled, threatening attitude, he would wait the night but wished to be relieved as soon as possible. I have just informed lately 100 men 1st Battalion Royal Welsh Fusiliers, their instructions were to march to Taipuhi in forced march. Destroyer "HMS Endeavour" with- except draw British subjects from hostile area, not to use force in attack or in case of meeting with opposition. As intimated by Colonial Secretary, he will warn Taotai of danger of opposition. Viceroy ordered troops sent on to district 2nd April but they have not arrived at this station. Commandant of Police just arrived back upon his party very exhausted. Chinese soldiers behaved well, houses burned, party compelled to retreat over hills before arrival of 200. I do not propose to ride over before 17th April; troops of Viceroy keeping order and protecting working parties till date named.
